Theoretical driving courses will have a "maximum prescribed fee" of P1,000 for both motorcycle and light vehicles. Meanwhile, practical driving courses will have a "maximum prescribed fee" of P2,500 for motorcycles and P4,000 for light vehicles, said Land Transportation Office (LTO).

“Ang objective ngayon: pababaan nang presyo ‘yung mga driving schools,” LTO Chief Jay Art Tugade said in a press conference.

Prior to this cap, there was no standardized rates set for driving schools—with some charging as high as P20,000, Tugade said.

“We [used to] allow the market to dictate the price. Umiiyak na po ang ating mga kababayan that’s why kami sa LTO nirarapat na po naming to step in and impose a maximum ceiling doon sa puwede icharge ng mga driving school.”

What if a driving school refuses to follow this cap?
Tugade is warning driving schools to follow this maximum fee, otherwise they will be imposed with the following penalties:

First offense – P50,000 and suspension of six months
Second offense – P100,000 and suspension of one year
Third offense – accreditation will be revoked
“I hope to warn our accredited driving schools that we will strictly impose this maximum fee,” Tugade said in a press conference. “Let this be a warning that we will definitely impose the applicable sanctions provided for in the omnibus guidelines 'pag di kayo tumupad.”

Student drivers are encouraged to report violators to the LTO so they can hold a proper investigation.

Instead of refusing to follow this cap, Tugade said driving schools can opt to write to the LTO to appeal the maximum rates.

“We will take into consideration the regional inflationary rates,” Tugade said. “This maximum fee is not fixed—it is subject for review and approval…if changes should be made on the rates.”
